scripts: format-code.sh: use double braces

Use double braces in format-code.sh

[[ ... ]] reduces errors as no pathname expansion or word splitting
takes place between [[ and ]]. In addition, [[ ... ]] allows for
regular expression matching while [ ... ] does not.
