Deprecated tests directory

Changes:
    - Remove targeting tests directory

Reference: openbmc/openbmc-test-automation#test-layout

Tested: - NA, since the HW_CI test does not pick any test cases
      from tests directory anymore.
      Refer:
      openbmc/openbmc-test-automation/blob/master/test_lists/HW_CI
