fp5280g2: Add fan monitor yaml config

Fp5280g2 uses two types of fans,one(12000 rpm) for
low performance machine and one(17000 rpm) for high
preformance machine,so fan-monitor need a large `deviation`
to work properly.

Tested: Manually adjusted the speed and observed
	the Functional properties of the fan.
