meta-ampere: bmcweb: remove enabled new power-thermal https://gerrit.openbmc.org/c/openbmc/bmcweb/+/69228 enabled redfish-new-powersubsystem-thermalsubsystem by default remove it here in the bbappend to keep things cleaner.
