meta-facebook: set default PowerRestoreDelay to 30s

Because `only-allow-boot-when-bmc-ready` is default enable in PSM now,
phosphor-dicover-system-state will need some extra delay to wait BMC
ready then perform power action.

Set default PowerRestoreDelay to 30s, it allows
phosphor-dicover-system-state to wait until BMC ready maximum 30s to
avoid power action failed.
