phosphor-dbus-monitor: install phosphor-dbus-monitor.service explictly

Since this recipe did not have explictly install
phosphor-dbus-monitor.service, it would not be installed if there are
extra services are install in project layer by
SYSTEMD_SERVICE:${PN}:append().
