meta-phosphor: add phosphor-ipmi-ethstats package

Add the phosphor-ipmi-ethstats package.  This package handles OEM IPMI
commands that are meant to return ethernet device statistics.

Tested: Verified the library was compiled and installed when added to
obmc-phosphor-image.
