meta-facebook: yosemite4: set default PWM to 100 persent

Description:
According to the thermal baseline test results of T1M config with
Floating Falls config at 35C, 6000ft, the minimum fan duty will
locate at 95%.

Set the system fan duty as constant at 100% for all EVT build to
prevent the thermal risk.

Test Case:
1. Check all the PWMs are 100%. - pass
