remove rules.pl

We've had issues for years with the prolog rule in here and certain
users email addresses. Newer versions of gerrit are moving away from
proglog rules and utilizing the new submit rules.

We utilize the owners plugin which actually can be enabled to work
without proglog rules all together. So we will enable that via the
following and remove this file:

owners.config
[owners]
  enableSubmitRequirement = true
