Add a class to handle RDE commands
This class is used to process RDE packets received from BIOS-BMC
circular buffer. RdeCommandHandler will manage dictionary data,
decode RDE BEJ encoded payloads and push them to the ExternalStorer.
Tested:
Tested this with unit tests.
