Fix undefined behavior in getUniqueEntryID

Changing
static bool getUniqueEntryID
to
inline  bool getUniqueEntryID

Exposes the fact that there's some undefined behavior here, and unit
tests start failing, likely due to stack being reused where it
previously wasn't.

This commit cleans up the code to simplify it, and remove the problem.

Tested: Unit tests pass.  Good coverage.
