Manager: Refactor Reset Action

Updated comment and var name to follow camelCase.
Moved doBMCGracefulRestart to common function so could be used
by factory reset in later commit. Moved to BMCWEB_LOG_DEBUG.

Tested: Passed validator. BMC reboot worked.
