AccountService: Add HTTPBasicAuth support

This commit adds HTTPBasicAuth Get/Patch support

Tested By:
Redfish service validator passes.

```

Succeeds with various values.
Enabled: Basic auth succeeds.
Disabled: Basic auth no longer works.  AccountService reports "Disabled"
For HTTPBasicAuth status.
