Add Health information for FabricAdapter

This commit is to add health information according to the Redfish
FabricAdapter schema. If the
`xyz.openbmc_project.State.Decorator.OperationalStatus` interface does
not exist, the health information property is not displayed.

Tested: Validator passes #
