pcie:Fix get PCIeFunction

GET /redfish/v1/Systems/system/PCIeDevices/<str>/PCIeFunctions/<str>
return resourceNotFound messages.

Test:
GET /redfish/v1/Systems/system/PCIeDevices/<str>/PCIeFunctions/<str>
return the expected information of PCIeDevices.
