Support PATCH for HostWatchDogTimer in redfish

This commit adds support for SET DBUS properties "Enabled"
and "ExpireAction" for WatchDogTimer in the Redfish ComputerSystems schema.

FunctionEnabled values can be false/true .
TimeoutAction values can be "None","PowerCycle","PowerDown","ResetSystem".

Tested:
Modify the watchdog properties:
