meson: Require meson 1.1

Fixes the following warnings:

```
WARNING: Project specifies a minimum meson_version '>=0.58.0' but uses features which were added in newer versions:
 * 0.59.0: {'feature_option.allowed()'}
 * 1.1: {'meson.options file'}
```

Additionally, with the bump, fix the following warning:

```
WARNING: Deprecated features used:
 * 0.64.0: {'copy arg in configure_file'}
```
