contributing: fix cla process

The contributing file instructs CLA signers to send them to the mailing
list but this conflicts with the instructions in the CLA itself and
further it violates our code of conduct by requiring signers to divulge
personal information.

Change the contributing file to match the instructions in the CLAs,
which is to send the signed CLA to manager@lfprojects.org.
