designs: Thermal Control Mode interface

New dbus interface proposal for thermal control applications to use in
providing an end-user the ability to change the mode in which the
application controls the thermal parameters of a platform. Each platform
would provide the supported modes available in its configuration of the
thermal control application it uses.
