Change Monitoring Serivce name to Telemetry

Monitoring Service name is not well associated with telemetry
in OpenBmc. Monitoring name can be used for service with more
general purpose in system. Using Telemetry name simplifies main
use case of a service that is a middleware between Redfish
Telemetry Service and dbus sensors.

OpenBMC documentation

The OpenBMC project is a Linux Foundation project whose goal is to produce a customizable, open-source firmware stack for Baseboard Management Controllers (BMCs). This repository contains documentation for OpenBMC as a whole. There may be component-specific documentation in the repository for each component.
