dev-environment: Update Ubuntu version recommendation The developent environment setup guide still suggests installing Ubuntu 16.04, but the qemu image from CI is currently built on 18.04 and requires a newer libc (2.27 vs 2.25). The OpenBMC project is a Linux Foundation project whose goal is to produce a customizable, open-source firmware stack for Baseboard Management Controllers (BMCs). This repository contains documentation for OpenBMC as a whole. There may be component-specific documentation in the repository for each component.
