Virtual Media extension design proposal

This document is a draft design of extension to
existing Virtual Media.

Some major changes:
* Moves responsibility of spawning nbd-client
outside of bmcweb
* Integrates nbdproxy, and some other features
into external DBus service
* Describes how native support for DMTF's Virtual
Media, can be implemented in OpenBMC
