configurations: Add ASRock E3C256D4I board

This is a relatively low-cost off-the-shelf Xeon motherboard, not unlike
the E3C246D4I (but updated).

Tested: In an ASRock m3.small.x86 server (which is built around this
board), all sensors work as expected.
