Add a new configuration file for Twinlake board

Added a new json file for Twinlake Board. It will probe the IPMB
FRU interface (xyz.openbmc_project.Ipmb.FruDevice) for each
Twinlake board.

Tested: Tested on Facebook YosemiteV2 hardware.
