Configurations: Bletchley: Update AspeedFan

Add AspeedFan into Chassis (FAN0 - FAN3)
Bletchley has 4 dual rotor fan modules.
Both TACH in same fan module connect to same PWM

  PWN-FANX
    |--> FANX_TACH_IL
    |--> FANX_TACH_OL

this commit relies on dbus-sensors change (49253)
