configurations: Add IBM genesis3 board configuration

Add configuration for various VRs & Fan used in Genesis3 Board.
Also configure PID for fan control.

Tested: Tested on Genesis3.
- All sensors are running
- 4 PSU are exposed in the inventory
- 24 Fans are exposed in the inventory
- Fan PID runs an keeps the PSU cool
