ncsid: Remove unused services We no longer need IPv4 support or any of the neighbor finding logic, as we have all of the neighbor information updated via the primary RA from the router. Tested: Ran on a lab and prod machine to verify the networking behavior is still consistent and gateway information is updated accurately.
