shellcheck: add ignore for files currently failing

An upcoming change in openbmc-build-scripts will enable shellcheck
everywhere.  Add currently failing files to the .shellcheck-ignore.
The expectation is that the maintainers will resolve the shellcheck
issues as time is available.
