Add CPU Memory VRHOT monitoring and logging

This adds a monitor for the CPU Memory VRHOT signals.

Tested:
Used the Wilson City jumper to assert CPU Memory ABCD VRHOT on
each CPU and verified that the CPU Memory ABCD VRHOT event was
logged.
