Add status LED support for ERR2 timeout

This adds support to invoke the callback-manager to set the status LED
to critical when the ERR2 monitor asserts.

Tested:
Injected an ERR2 timeout and confirmed that the status LED state is set
to "On". Cleared the ERR2 and confirmed that the status LED state went
back to "Off".

host-error-monitor

The host-error-monitor application is intended to monitor various host error signals and take appropriate action (logging, crashdump, reset, etc.) when triggered.
