Add policy::Table class to Manager

As the data the class uses is system specific and has to be
defined by an external team, have the code default to not
using this class and allow it to be enabled with a configure
flag.

Provides IBM specific error logging functionality.

To Build

To build this package, do the following steps:

    1. ./bootstrap.sh
    2. ./configure ${CONFIGURE_FLAGS}
    3. make

To clean the repository run `./bootstrap.sh clean`.
