create_error_reports update for python3

Add the change as suggested by the '2to3' program, and also
explicitly specify python3.

Provides IBM specific error logging functionality.

To Build

To build this package, do the following steps:

    1. ./bootstrap.sh
    2. ./configure ${CONFIGURE_FLAGS}
    3. make

To clean the repository run `./bootstrap.sh clean`.
