Remove dead is_method_error code

According to
https://lists.ozlabs.org/pipermail/openbmc/2018-October/013696.html,
The is_method_error() function will never return true
and can be removed.

Provides IBM specific error logging functionality.

To Build

To build this package, do the following steps:

    1. ./bootstrap.sh
    2. ./configure ${CONFIGURE_FLAGS}
    3. make

To clean the repository run `./bootstrap.sh clean`.
