smbiosmdrv2handler: move mdr2 lock data to new API.

Rewrite "MDRII_LOCK_DATA" cmd to new IPMI provider API.

Tested:
verified using ipmitool smbiosmdrv2handler commands.
mdr2 lock data before and after the changes.
