Fix: Set SM Signal cmd return code change

When the manufacturing mode command (Set SM Signal command) is
executed without entering into manufacturing mode should result in
0xc1 (IPMI_CC_INVALID) for security purpose.

Tested:
Verified return code 0xc1 for Get SM Signal command
ipmitool raw 0x30 0x15 01 00 01 //cmd
Unable to send RAW command      //response
(channel=0x0 netfn=0x30 lun=0x0 cmd=0x15 rsp=0xc1): Invalid command
