build : provide extra properties yaml as config

Make it possible for the openpower-vpd-parser recipe to be able to
supply the extra properties YAML as configurable input.

Use extra-properties-example.yaml as input.

To Build

To build this package, do the following steps:

    1. ./bootstrap.sh
    2. ./configure ${CONFIGURE_FLAGS}
    3. make

To full clean the repository again run `./bootstrap.sh clean`.
