dsp: bios_table: Rename pldm_bios_table_attr_entry_enum_encode_check()

Introduce pldm_bios_table_attr_entry_enum_encode(), deprecate
pldm_bios_table_attr_entry_enum_encode_check(), add the rename
configuration and apply it.
