compiler: Provide LIBPLDM_CC_UNUSED

Ensure that we have __has_attribute available, and then further
ensure that the unused attribute is provided. Once satisfied, define
LIBPDLM_CC_UNUSED and replace raw use of __attribute__((unused)).
