libpldm: Introduce LIBPLDM_CC_COUNTED_BY()

The macro wraps __attribute__((counted_by(x))) if compiler support
is available. The `counted_by(...)` attribute gives the compiler the
necessary information to track invalid accesses for flexible array
members.
