meta-amd: Add fan tach sensor for fan 0 and fan 1

This adds P0_Fan_Speed and P1_Fan_Speed sensors which gets the data from
the tach using hwmon (sysfs).

In case, the fan speeds cannot be retrieved, it will display errno in
the "Current (value)" field in UI.
