linux-aspeed: Move to to 4.18.20

This includes security and bug fixes from the 4.18.20 stable release.

Note that 4.18 is now end of life for upstream security and bug fixes,
and systems should move to a supported release.

ASPEED

This is the ASPEED Board Support Package (BSP) layer. It supports the AST2400 and AST2500; ARM service management SOCs made by ASPEED. More information about the AST2400 and AST2500 can be found here and here.
