wspoon-128: Enable the OpenPower PEL extension This extension will (when it's complete) create IBM's Platform Event Logs (PELs) for every OpenBMC event log, as well as provide features to exchange them with the host, package them for Redfish, etc. Change-Id: Ie1a97deaa8ae669378858c56c40e743d12066101 Signed-off-by: Matt Spinler <spinler@us.ibm.com>
