meta-romulus: Add ipmi bmc-fru-config.yaml bmc-fru-config.yaml defines the frus from BMC. Romulus has 3 fans. Tested: Verify that fan frus are shown with ipmi fru list command. Change-Id: I9cd5a93c4711a0f336058617403c6560547a6121 Signed-off-by: Lei YU <mine260309@gmail.com>
