Stop phosphor-fan-monitor on fan watchdog takeover
When the fan watchdog expires and pushes the fans
to high speed, the phosphor-fan-monitor application
needs to be stopped, otherwise it will think the fans
are running faster than they should be and make them
all nonfunctional in the inventory.
This is done by adding a service file drop-in to
the monitor service to add the Conflicts directive.
