meta-ibm: Point WPFA at phosphor-power witherspoon-pfault-analysis is promoted to phosphor-power: https://lists.ozlabs.org/pipermail/openbmc/2019-August/017729.html This patch does the first migration step which is to point this recipe at the canonical repository.
