Witherspoon-Tacoma: Update power supply configs

The GPIO lines for the power supplies changed from Witherspoon to
Witherspoon-Tacoma. The power supply presence lines are GPIOH3 and
GPIOE5 (key 59 and 37). The power supply input history sync is on
GPIOE6 (38).

Tested:
        witherspoon-tacoma 2.8.0-dev-1205-g01aee77e4 chassison fails
        Flash custom image with these changes
        witherspoon-tacoma 2.8.0-dev-1272-g22036b442 chassison succeeds
