meta-ibm: All witherspoon tacomas are air cooled
Set the configuration file to phosphor-cooling-type to set all
witherspoon tacomas to be air cooled only.
Tested:
Removed DEVICE & CODE on witherspoon config to see always be set to
air cooled
Updated config on witherspoon tacoma and restarted service to see
always be set to air cooled
