obmc-console: Rename recipe
OE norms dictate recipes that track HEAD be named:
foo_git.bb
and set PV explicitly to "x.y.z+git${SRCPV}"

meta-openpower is the OpenPOWER layer and should be included in all OpenPOWER systems' bblayers.conf. More information on OpenPOWER can be found here.
