Remove obmc-control-chassis from chassis package That recipe installs chassis_control.py, which is a script from skeleton that has been superseded by newer state management and button handler code and so is no longer needed. meta-openpower is the OpenPOWER layer and should be included in all OpenPOWER systems' bblayers.conf. More information on OpenPOWER can be found here.
