Add fsidbg tool. Remove iicmaster.

iicmaster no longer works with the (soon to be) upstreamed FSI-based
I2C driver.

fsidbg is one tool to access FSI engines and perform client driver
operations, including SCOM, SBEFIFO, OCC, and I2C.
